§ 90-264. Preparation for disposal; placement of containers.

  • (a)

    Garbage containers. All garbage shall be free from liquid and shall be placed and kept covered in a wheeled container provided by the city for such purpose.

    (b)

    Trash containers.

    (1)

    Trash shall be placed and kept in a wheeled container provided by the city for such purpose, which container shall always be kept covered.

    (2)

    Trash in excess of the capacity of the wheeled container shall only be collected as containerized trash, when placed adjacent to the wheeled container at the curbside on regular collection days.

    (c)

    Rubbish. Rubbish shall not be placed or kept in either a garbage container, nor in a trash container or box.

    (d)

    Placement and removal of containers.

    (1)

    It shall be the duty of the occupant of any building to daily collect and remove combustible materials to a place convenient for city garbage vehicles.

    (2)

    It shall be the duty of the occupant of any single or multiple residential unit to place the wheeled container provided for such purpose on the assigned collection day at the front curbside location in such a manner as not to obstruct pedestrian passage, except that the director of public works may require the wheeled container to be placed on any side of the property for reasons of topography or efficiency.

    (3)

    It shall be the duty of the occupant of any single or multiple residential unit to place the wheeled container at the appropriate curbside location at, or before, 7:00 a.m. or prior to the arrival of the sanitation truck.

    (4)

    It shall be the duty of the occupant of any single or multiple residential unit to remove the wheeled container from the curbside location to the storage location, which shall be to the side or rear of the residential unit located on the premises. Such removal shall be accomplished not later than 7:00 p.m. on the day the contents of the container are emptied and collected.

    (5)

    No person shall place garbage, trash or rubbish into any wheeled container or dumpster for which that person is not the occupant designated to use the container. Such prohibition does not apply where prior authorization has been secured from the public works department.

    (e)

    The term "solid waste" shall mean garbage, trash or rubbish.
