§ 90-142. Control of system; rules and regulations.
The city shall have the right, power and authority to exercise police powers over the entire water system and shall have the right and authority to make rules and regulations governing the operation, maintenance, extensions and connections with any water main within or without the city and shall have the right and authority to require all users of water who connect with the water mains within or without the city to install proper meters and make connections in accordance with the rules and regulations provided and shall further have the right and authority to refuse to sell or furnish water to any person who fails or refuses to comply with such rules and regulations. Nothing contained in this section shall be construed as granting to any person the right to require the city to furnish water, and the city shall not be required to furnish water if, in its discretion, it is not deemed desirable or feasible.
